Since Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) were established in 2003, the agencies have terrorized immigrant communities; conducted unconstitutional border checkpoints; torn apart families; denied immigrants their due process rights; and subjected detained immigrants to physical, sexual, and mental abuse.
High-profile killings like Renee Good’s in Minnesota have shone a light on these abuses of power. However, ICE and CBP are now the best-funded law enforcement agencies in the country after an influx of billions in additional funding through the “One Big Beautiful Bill” and a follow-up reconciliation package granted them over $170 billion through fiscal year 2029 with essentially no guardrails or oversight.
That money is fueling a wave of escalating violence. On July 7, 2026, a federal agent in Texas shot and killed Lorenzo Salgado Araujo, a 52-year-old father of three who had lived in the U.S. for 35 years. DHS has released no evidence to support its account of what happened. On July 13, Joan Sebastian Guerrero, a 26-year-old Colombian man who was legally authorized to work in the U.S., was shot and killed by an ICE agent in Maine. Guerrero, who worked as a food delivery driver to support his wife and young child, was at least the ninth person murdered by immigration enforcement during the Trump administration’s immigration crackdown, and no officer has been charged in any of these deaths.
Congress must demand full, independent investigations into these killings and call for the abolition of ICE. After two decades and hundreds of billions in funding, it is clear that this lawless and violent agency cannot operate without terrorizing the communities it claims to serve.
