Demand Repeal of Harmful SNAP Changes

In 2025, Trump signed H.R. 1, his “One Big Beautiful Bill” (OBBB) into law, which enacted sweeping changes and devastating cuts to the Supplemental Nutrition Assistance Program (SNAP). Since then, more than 4 million people, many of whom are children, have lost access to SNAP benefits as a result. And soon, states will be on the hook for 75% of SNAP’s administrative costs, up from 50%, with a share of the actual cost of benefits coming next year. This increased burden on states could mean higher taxes, budget cuts, tightened eligibility requirements, and even pausing the program altogether.

The fight continues to play out in Congress as part of the Farm Bill, a massive, multiyear legislative package which must be reauthorized regularly to keep federal agriculture and nutrition programs funded, including SNAP. Through the Farm Bill, Congress has the chance to undo the cost-shift for SNAP before it takes effect, but Senate Republicans have offered only a one-year delay, in hopes of winning enough Democratic votes to pass it. Democrats held firm for a two-year delay, blocking the bill from advancing out of committee on a party-line vote, but the debate isn’t over. The committee chair has vowed to bring the bill back for another vote when Congress returns from recess in September, and Republicans aren’t backing off their one-year offer.

Congress should use the Farm Bill to fully repeal the SNAP cost-shift, not delay it, before it triggers an unprecedented hunger crisis. A short-term reprieve leaves millions of families’ food assistance hostage to the next budget fight.
