Protect Consumers from Trump's Tariffs and Rising Costs

In April, Trump announced the imposition of aggressive tariffs on imported goods from nearly every country—notably excluding Russia but not an island of penguins—upending the global trade market and sowing cross-industry chaos. Since then, Trump has repeatedly changed his mind on these tariffs, repealing and reinstating them based on nonsensical calculations, and causing confusion and economic turmoil for policymakers, business owners, and average consumers.

Rather than strengthening domestic manufacturing as Trump claimed the tariffs would do, the cost of these tariffs has been passed on to American consumers, causing inflation rates to rise 2.9% in August from a year earlier, “the fastest annual pace of inflation since January.” With prices for basic necessities like food, gas, utilities, clothing, and shelter jumping significantly in August and some items rising more than 20%, economists fear that inflation will continue to accelerate over the next year if the tariffs remain in place. Chuck Grassley (R-IA) and Maria Cantwell (D-WA) have introduced bipartisan legislation, the Trade Review Act of 2025, to reinforce Congress’s constitutional authority over trade policy, mandate congressional approval on tariffs imposed by a president, and stop Trump’s single-handed disruption of both the national and global economy.
