Oppose the USDA’s reorganization plans and require release of public comments

On July 24, 2025, the U.S. Secretary of Agriculture, Brooke L. Rollins, announced plans to shutter USDA offices across the National Capital Region (NCR) and the entire US, including the headquarters of the Food and Nutrition Service (FNS), two FNS Regional Offices, and the Beltsville Agricultural Research Center (BARC). Thousands of employees in the NCR and across the country will be forced to relocate to five hub locations across the US. Past agency relocations (ERS and NIFA) have resulted in the resignation of more than half of the affected workforce, leading to a significant loss of institutional knowledge and reduced oversight. This reorganization will push USDA employees out in droves, crippling the agency’s ability to serve farmers and families alike.

Equally troubling is the lack of transparency. USDA has released no substantive details about its proposal, even as it opened a short public comment period that may not meaningfully influence the outcome. In addition, USDA has not committed to releasing the comments for public review.

Despite broad opposition and the lapse in government funding, USDA continues to advance this plan.

Congress must oppose the reorganization and demand that USDA release all public comments it has received.
